Granted, before now, the only toners in the US market were alcohol-based toners and astringents.

This list cannot be complete without the incredibly popular Klairs Toner.
It is a lightweight moisturizing toner that works across all skin types which is why a lot of people love it.
The Klairs toner is formulated with so much good stuff, including Beta Glucan, Aloe Leaf Extract, Panthenol, Licorice Root Extract, and Centella Asiatica Extract, to mention a few.
